Echols] during the fire, I understand, instead of taking charge and managing things according to some system, was chiefly engrossed in throwing dynamite at a structure that any engineer ought to have known would not be affected by it." Hughes concludes that the lack of a fire fighting unit at the University "is so surprising that it almost looks like imbecility."
